Railway noise reduction technologies were derived from a project pursued during the past five years funded by the Korean government. To analyze the perceptual effect of noise reduction by the developed technologies, this study used the annoyance model and analyzed the changes in annoyance before and after the application of the technologies. The railway noise annoyance model for Korean was devised as a project of the Ministry of Environment during 2004–2006, and it was reported recently to review the update and modification of the model. In this study, the noise annoyance model reflected the findings of the investigations for the railway noise annoyance responses after 2014. Furthermore, by comparing the annoyance response in the percentage of highly annoyed people before and after the application of the railway noise reduction technologies to the testbed, the perceptual effect was proposed. This study can suggest a guideline for efficient usage of the noise reduction technologies considering the perceptual effect. Further studies will be performed to develop an analysis tool for the cost effectiveness of the railway noise reduction technologies based on the population exposed to noise and the cost of establishing the noise reduction technologies
